Actually, the self defense clause only counts for level 30s if they drain your shields 50%, not really going to happen unless you are a LPI. So in most cases you can never attack an under 30.

OK new plan. To all qualified LN and LSF pilots. When notified that there has been an underlevel encroachment in the area we do not talk about, grab one LPI recruit and blindfold him and place his or her craft on remote pilot and take them into that area to use as bait. If LPI craft is destroyed, pick up escape pod and return to manhatten after you have had an accidental discharge of your own uber weapons.
