Alright, those rules will be distributed to the "main" factions that are likely to visit the station as well as the council, which receives a copy or it. So far these rules will only be applied to freeport 11. i expect other freeports to have slightly different rules that take the factions concerned and the enviroment into account. the greatest achievement of each freeport should be to maintain a hospitable place for everyone - that behaves.

i believe that the "exceptions" from the neutrality / no fire rules are reasonble. - a lot is left to the responsibility of the participants - and in doubt, a lot of what happened will have to be explained, which is a blessing, as it will make the factions communicate and reflect upon what they did or do.
