I can give such permission, and even delegate permissions from other modders (if they are not against, in which case you'll have to remove their content from the mod). Conditions are the following (it's only a shortlist, there are some more details to take into account):
1) You need permission from the mod creator;
2) Mod is used only on one server and distributed within one community;
3) Mod documentation includes main credits from the original;
4) In the start of documents, it must be noted that mod is based off Discovery, and version of Discovery which it's based upon;
5) Original readme must be included into the mod package as original_readme.txt.
6) Ship modellers retain right to ask for removal of their ships from the package;
7) New mod must contain "Discovery" as part of its name.
8) Any files that are included into Discovery can be modified and included into the new package (if all of the above conditions are followed), except for readme_original.txt and ship models.
