* Hmzz.. I think that debs is ageira weaponry. Anyway, ass ageira tech are seeking for profit, they sell their weaponry to allied or neutral factions I guess, so that explains how Bretonians or Kusarians can have such technology. Ageira's objective is to make money out of their inventions.
Yeh, but we have a problem here. Ageira truelly dont want to sell their debbies to pirates. Neither to their enemys to be used agianst them, or thier supporters. That mans no debbies for RHeinalnders and non outcast sider pirates (Outcast sdiers have debbies from lane hackers.. well... maybe... Atleast there is some possible rp to own them for outcasts siders)

Ture, Ageira doesn't sell weapons to pirates. But they really sell a lot of weapons and can't help it if they are resold by certain factions. Although they would not be happy to see pirates with Ageira guns, they would not really care about this. As long as the gun-selling-profit would be higher than the losses of -once in a while- being pirated with those same guns, that is.

By the way: Ageira can't help against pirates using their tradelane technology for their outcome either. And would not do so for the above mentioned reasons.

By the way 2: Ageira still supplies Rheinland with needed tradelane-parts (IC at Bonn station), although Liberty is officially at war with Rheinland. Even Bretonia is still supported (BMM-station T23) with them although there have been holdups by the BAF. This should tell a lot about the profit-oriented course of action Ageira carries on.
