Also, I started just randomly doing RP talk in the system. Asking people their business and ID. And it was working. I was actually be RP-talk BACK.

Then that is what you should do, simply ask for their ID, and reason for being there, if they are a threat to the zoners based on their actions, then do what you must.

From my POV, this looks like a set of rules a government would set for their police force to maintain with the exception that smuggling is legal.

This is the Border Worlds, there is no government.
The Zoners are not police, as mentioned before, they only care about themselves.
