Tenacity you said the very root of this problem.

"It isnt him that the retaliation gets directed at, it's the official factions of his affiliation." - who gets the blame.

People need to take responsibility for their own actions.
And people who are not involved shouldnt say a word.
They should shut up and stop flaming other people, OR factions.
If an indy makes trouble, have him take the fall, not the player factions.
If a faction member makes trouble than blame him, not the entire faction.
