Then they really shouldnt have a problem taking 30 seconds to post a two-liner in a capship registration thread, should they?

That isnt how people think. See, an 'indy' with a capship has nobody above him to report to. He doesnt take orders and nobody can take his 'power' away (short of the admins).
When that indy screws things up and pisses people off, they generally cant do anything themselves about the matter - so they want someone on the 'inside' to 'fix' how the target is behaving - so they go to the official factions with complaints.
The factions are tired of getting complained at for the actions of people they shouldnt be responsible for, so they took matters into their own hands and created ship registration in order to limit OORP behavior with those ships.
