Capital Ship Registration.

I havent ever had to register a cap myself, but I wasnt aware that they were placing restrictions or tests on you.

I figured it was more along the lines of "ok, tell us the name of your ship/character and what ship you're using so we can keep track of it, good day"

I'd submit to a test like that, in fact I already have; the Bretonian capital ship one.
