so the relationship in game mechanics would be white to white. Neither would be friendly nor hostile. That means the junker could be taxed but not open fired upon w/o being asked for tax first. And of course theres the 'you can shoot but you cant destroy until you ask' clause.
seems that it was within the rules but poor rp if any as he didn't ask for tax from the door.
doesen't really matter who claims authority over a system, thats a different issue. You step on someones toes you deal with the consequences.
