Ontario is used to much by everyone. Smugglers and Liberty Lawfulls use it as a shortcut around NY.

I know you say everyone would be welcome and you would rent out one of your bases...but those are campaign promises. Once you have paid for and been given the system you can do anything you want and make any policy you want. Kick everyone out. Declare marshal law. Launch attacks against Liberty. Become a safe haven for those who attack liberty. Defend smugglers.

And you want a JH to ALASKA?!?! So Ontario can be the Super Smuggler System of all of Sirus with a ton of bases neutral to all Smugglers?!?!?! You need to put the crack pipe down.
