Background and History


The S/D Agency is a privately-owned firm and a legal entity within Bretonian space and is affiliated with the Sirius-wide Bounty Hunters Guild.

The Search/Destroy Agency began as a privately-owned Bretonian firm, administered and managed by fomer Bretonian police and military personnel. It primarily employs demobilised soldiers from all corners of Sirius, bankrupted businessmen, retired policemen, war veterans, former convicts, illegal immigrants and the dregs of Bretonian society who are unfit, unwilling or ineligible to serve or who are normally left doing the jobs considered too dirty for anyone else. The amnesty conditions set down in the legislation outlining the creation of private military companies mean that becoming an operative provides an opportunity to end an old life and begin a new one. Co-ordinated by the Office of The Director, operatives engage in a diverse range of activities: from kidnapping high-ranking officials of foreign regimes to hunting down criminals. The Agency also engaged in military operations within the colonies and border worlds throughout Sirius. Among other services, the Agency has a long record in providing security training, route clearance, transport of hazardous or important materials and personnel, escort services for trade vessels, explosive ordnance disposal, and manned guarding services in hostile areas to safeguard personnel, installations, and equipment.

The Bounty Hunters Guild began in Texas but has spread to almost every system in Sirius, providing a broad array of security-oriented services for a reasonable fee.

In 816 A.S., the agency attained full Guild affiliation and now has agents operating throughout Sirius. Employees continue to be drawn from a wide range of backgrounds; many are fomer members of underground criminal organisations attemting to reform themselves.

Most recently, disgruntled fighter pilots from the Rheinland Miltary Forces have found their way into the ranks.

Agents are increasingly active in the Nomad systems. Experienced agents are admitted to the Guild Core, a powerful and well-organized elite of Bounty Hunters. The Guild Core is eager to explore Nomad space in search of alien artefacts and technologies that can be found there. Having nearly limitless resources, the Core initiated a bloody war with The Order to gain passage to remote Nomad systems.

Officially referred to as "Search and Destroy Agents" we are better known as the "Strontium Dogs".

Corporate Holdings and Finances


The Agency is a registered private limited company. Investors and majority shareholders include the current management team; senior agents; members of the Abolition Movement in the Bretonian Parliament (comprised of William Wilberforce, Thomas Clarkson, Granville Sharp, Hannah More and Lord Middleton) and through offshore investment companies the Agency also appears to have an anonymous backer believed to be a member of the Zoner Council.

The Agency's Prisoner Transportation Service (PTS) is one of the largest transporters of prisoners in Sirius moving prisoners between judicial districts, correctional institutions and foreign countries, and supporting the judiciary of the major Houses through its scheduling and transportation responsibilities. As well as transferring criminals to hearings, court appearances and detention facilities, the PTS also provides regular international flights for the removal of deportable aliens. Military and civilian law enforcement agencies use the PTS to shuttle their prisoners between different jurisdictions at a fraction of what commercial sources would charge.

Today's PTS fleet has expanded to several Armoured Transports and a custom-built Prison Liner, the ConAir. These ships fly a large series of routes that serve nearly every major system.

The schedule of ConAir is kept secret from the public, and is known only to those directly involved in its operation. Even passengers scheduled to fly are given no advance notice of their flight and are taken by surprise. There are several benefits of keeping the schedule secret including:

- the location of ships is not known to those who may have an interest in sabotaging a flight or harming any of its passengers.
- as inmates are taken by surprise, they cannot plan their own escape or arrange with outsiders to aid their escape from custody.

Passengers aboard a ConAir flight are restrained by handcuffs as well as ankle and waist chains which are double or even triple locked. Those who pose additional danger may be given additional restraints, such as reinforced mittens that completely isolate and almost completely immobilize the hands and face masks to prevent biting and spitting as well as implants designed to deliver a shock which renders a person incapactitated.

Flight and seating arrangements are made carefully with the intent to separate inmates who may be of conflict to one another. Members of rival prison gangs may be transported on different days to help reduce the risk of an in-flight incident.

Agency affiliate Wild Geese is an old-fashioned mercenary operation offering personnel for hire by governments and private organizations. This branch of the S/D corporate umbrella has its roots in the early days of the Agency's more morally questionable dealings.

AP Manufacturing is a diversified heavy industrial company specialising in shipbuilding, ship breaking, station construction, modular construction, civil and military engineering, renewables and project management, and is the exclusive supplier of vessels to the Bounty Hunters' Guild. The Agency acquired control of this civilian enterprise in 816 A.S.

BXH is a clothing manufacturer and retail outlet. Its line of fashionable streetwear that carries the Bounty Hunter logo is popular among teenagers throughout Sirius.

SD Systems is the Agency's subsidiary armaments division and is second to none in Bretonia with weapons specialists co-opted from the Guild regional HQ at Sheffield Station, and specialists recruited from Cryer, the Armed Forces and many civilian weapons manufacturers. This division primarily produces items for use within the Agency, and lately has moved into the commercial market.

Agents favour the Electronux (capable of delivering a charge of up to 30,000 volts) for hand-to-hand combat.

Agents use the trademark SD personal firearm, the SDSG, an excellent weapon for personal protection which holds several types of ammunition. The number 3 cartridge, "The Tuneller", can pierce armour and concrete up to several meters thick. The very successful number 4 cartridge is a high-explosive, capable of destroying a city-block. The distance finder on the blaster permits a photon blast to pass harmlessly through bystanders and fortifications and detonate within a target's body. The gun comes equipped with i.d.validation software as standard.

SD Systems continues to pour massive resources into research and has developed a series of fine prototype weapons suitable for VHFs and Bomber class fighters. The research has also developed two unique weapons using Nomad technology. Needless to say, these are priceless pieces of equipment and at present are neither for general use nor available commercially. A demonstration can be arranged of early models: the SDNB MkI - aka the nomad energy blaster and the slighty more effective but less energy efficient SDNC MkI - aka the nomad energy cannon.

Research into nomad technology has also allowed SD Systems to produce modified nanobots for the commercial market. The SDNan1 (image magnified by electron imcroscope) is equipped to repair organic and inorganic matter. Its anti-viral lasers and sub-atomic engineering capabilities mean that not only are operatives' vessels repaired efficiently, but operatives also never become ill. The ability to undo damage caused by harmful radiation allows agents to operate in some of the more hazardous systems in Sirius, including the Omegas, Taus and Omicrons.

Zone of Influence


The Guild is in the curious position of having a zone of influence that extends throughout most of Sirius. This leads many to the incorrect assumption that we are an international police force. This is hardly the case: bounty hunters have varying levels of authority in their duties with regard to their targets, depending on the jurisdictions in which they operate. State legal requirements are often imposed on out-of-state bounty hunters, meaning a suspect could temporarily escape re-arrest by entering a state in which the bounty hunter has limited or no jurisdiction.

To reflect this, agents are assigned to separate operational zones.

ANY AGENT DEVIATING FROM AN ASSIGNED OPERATIONAL ZONE WILL HAVE HIS LICENSE REVOKED.
Agents will receive ONE warning the first time they deviate. A second violation will mean expulsion from the faction.

Requests for transfers will only be considered if there is persuasive justification given.

Policies

Standing Orders - Operating Protocol

1. "No money, no honey." Our primary motivation is financial gain - unlawful vessels will not be targeted unless the Crime Commission has registered a bounty against the pilot of the vessel. We are not the police. Our unwritten motto is "Always Give A Man A Chance" - we make every effort to give an enemy a fighting chance.
2. Agents may not participate in any activity not approved by the Agency Directorate.
3. Agents are weapons free if attacked.
4. Agents may not engage in recruitment or solicit assassination missions.
5. Agents may not open fire on other S/D vessels regardless of contractual requirements.
6. Agents pursuing bounties are advised to engage only the named target. Any associates of the target are only to be fired upon if they open fire first.
7. Agents may escort any vessel carrying legal cargo.
8. All fees for services must be agreed before commencing.
9. A deposit of 50 per cent of the fee is required before commencing any action.
10. Agents are not compelled to offer assistance to mercenaries or freelancers or to Guild members in breach of standard operating protocols.
11. The protection of AP Manufacturing vessels (APM), directives regarding rogue hunters and the control of Guild technology will take prioriy over all other matters.
12. All operatives are forbidden from participating in any activities that run contrary to the interests of lawful factions, forces or corporations based in Bretonia, Liberty and Rheinland.
13. It is a standing policy to neither commission nor accept contracts that target any Zoner ID'd vessel.
14. Operatives must familiarise themselves with regulations and policies in place in the zones in which they are assigned.
15. Operatives must follow the regulations covering the carrying of contraband throughout Sirius.
16. It is a standing policy that any vessel found to be aiding or abetting the slave trade or carrying slaves will be ordered to jettison its cargo immediately or face destruction and execution. Agents may also scan for other contraband in accordance with agreements made with lawful authorities.
17. Agents will maintain a distance of 4k from any hostile or unlawful base, planet or facility unless in pursuit of a contracted target.

Special Orders - The Guild Core Protocol - Confine - Contain - Control

Guild Core agents on Core assignment are directed to:
1. Map and compile as much information as possible on the Omicron systems, bases, defense capabilites.
2. Establish a possible location for a Core base.
3. Gain intel on Order vessels, weapons and modus operandi.
4. Destroy on sight any Order vessel or any ship behaving in a hostile manner.
5. Collect specimens of alien organisms, Nomad lifeforms and technology and hold at Capetown Station for return to Cambridge Research Facility. Any new and previously uncollected specimens must be delivered to the containment facility on the Doghouse.
6. Respect at all the times the neutrality of Zoner vessels and stations and power down weapons within 2k of Zoner bases.
7. Avoid coming within 4k of Planets Toledo, Malta or Crete under any circumstances.
8. Maintain radio silence at all times when in the vicinity of hostile vessels unless in scanner range
9. Maintain radio silence at all times when in Omicron Alpha and Omicron Gamma.
10. Not deviate from these directives in the pursuit of bounty contracts unless engaged in a hostile manner or where targets of opportunity exist.
11. The Alaska system may be entered from Omicron Minor and only in cases of extreme emergency or to intercept hostiles. Do not advance more than 10k from the jumphole when in Alaska. Proceeding any further is strictly forbidden. Do not use the gate to Alaska from New York.

The Fleet

Our corporate HQ is a space station orbiting New London. The Doghouse serves also as our principle confinement facility, research and development laboratory and armoury. This is our home-base. Check in to collect your pay, view the jobs board, inspect the armoury or just have a drink. It also serves as the residence of the Director. The Doghouse is equipped with state-of-the-art containment facilities and continues to set the standard in research into Nomad technology in co-operation with specialists from Cryer, the Guild Core, the Bretonian admiralty and representatives from the Rheinland and Liberty Governments. There are significant alien specimens being studied in our laboratories and are monitoring a captured nomad-infested Rheinland pilot (one of the "Das Wilde").

The Doghouse is subject at present to the following restrictions.
1. The Doghouse must remain in orbit at Planet New London.
2. The Doghouse may not engage directly in agency operations.

Should profits permit us to construct a new headquarters, it must always be of sufficient size to function as a space station, i.e. a liner or larger class vessel and must remain within Bretonian space in the orbit of an inhabited planet.

A construction of any large vessel requires a significant amount of resources and materiel. Notice must be given as far in advance as possible of a request for an addition to the fleet. Vessels of GBH3 Orca class and over are for defensive operations only or secondment to the Guild Core in the disputed systems registering Nomad or Order presence only. Agents may not operate these vessels or larger without Directorate approval. Prove you can be trusted with such an expensive vessel first. Projected expansion of the fleet is classified.

Armaments


The Agency enjoys good relations with suppliers both corporate and military. Individual agents have served with foreign militaries and many have connections with black-market suppliers throughout the border worlds. Coupled with our well-funded research division, this means that agents are equipped with highly advanced technology that permits them to be at the cutting edge where armaments are concerned.

Our armaments research at the current point in time means that S/D Vessels are typically equipped with:

ANY number of Bounty Hunter weapons
ANY number of code-weapons
ANY number of generic weapons available on friendly and neutral bases - missiles; torpedoes; antimatter cannons; minelayers; mini razors.


Capital class ships may mount

All weapons considered generic and available on friendly and neutral bases; any model of IMG, Zoner, Solaris, Cerberus, Liberty, Rheinland or Bretonian turrets; capital class versions of the Inferno Cannon and Razor Tachyon Antimatter Cannon; TL25 Mortar Antimatter Cannon; TL45 Heavy Mortar Antimatter Cannon.

Nomad weapons and technology may not be used.

Please note that the possession of Nomad weapons, technology or specimens requires a license within the House systems. Operatives intending to carry or transport such items will be required to cover the license fee and process the application themselves.

The Guild Core: This is the powerful and well-organized elite of Bounty Hunters. The Guild Core explores Nomad space in search of alien artefacts and technologies that can be found there and fights The Order to gain passage to remote Nomad systems. Core agents operate as normal Guild members but are occasionally co-opted to Core operations.

Recruitment Information

We expect members to RP in a manner that reflects the stated aims and character of the faction. We encounter many diverse factions therefore suitable RP in-game is a must. Repeated out of roleplay behaviour and a member is out.

1. Read, Learn & Obey all Discovery RP Server Rules
2. Absolutely NO OOC/OORP chat in general system chat
3. Out of character may be used in private chat when marked appropriately (//) but should only be used minimally.
4. If you incur a rule violation in which a Discovery Admin posts a sanction, you will be removed from the faction.
5. Be willing to contribute in whatever way possible to inducting new members.
6. Keep your non S/D-characters completely separate and play them as such.
7. No ship or weapon that is not listed in our stated lists shall be allowed.
8. All members will follow direct orders from superior officers unless said order is in violation of Server rules.
9. Absolutely no racism, sexism, or religiously based hate speech, actions or innuendo shall be tolerated.
10. Have fun and not take things personally, especially when things don't go our way.


Potential recruits are required to read the server rules. Failure to adhere to server rules gets you fired from the Agency. We also expect knowledge of the faction description and history.

We ask applicants to let us know all the other factions in which they have characters. We do not have any ban on multi-factioning. In fact we encourage people to join other factions on the server - this is a community after all and in our experience means one is less likely to do something to make the game less fun for others.

Applicants post in the recruitment thread. If a story is vague or questionable, we ask applicants to clarify certain parts of it. A written test is issued to all applicants to ensure knowledge of server rules. We have refused applications based on poorly thought out stories and poor knowledge of the server rules.

For the first few weeks of membership, we monitor new recruits and try to lead by example and with guidance. We have placed New York and Sigma 13 off limits as we think both systems can give poor exemplars of how to role play.

We welcome players new to the server. The faction is a healthy mix of new and veteran players.

New members receive 5 million credits for purchasing their first ship and equipment. Members are allowed to select from existing equipment in storage to supply their ships - the armoury present stocks a wide range of level 9 and 10 guns and missile launchers, as well as the best armour upgrades available, mine layers and other components. Members are allowed to use storage ships for auxiliary equipment storage.

Disclaimer:
Any resemblance to characters from the Strontium Dog story in 2000 A.D. is more than purely coincidental. However I thought about the whole mutant thing and it just struck me as posing perhaps too much of a problem in terms of explaining it in the Freelancer Universe. Well you can't have everything, where would you put it? Now while the Bretonian government would certainly never permit us to publicly undertake any illegal activities which might compromise our operating license or bring embarassment to Her Majesty's government, we reserve the right to employ operatives of questionable moral integrity. Understanding that this may cause alarm to many persons of a gentle disposition, the functioning of the Agency must and shall remain within the standards expected of any legally recognised Bretonian corporation.
