Bretonia has legalised Synth in amounts for personal use and Cardi for personal use only. Not for drug trafficking purposes.

Trafalgar and Rochester are as I understand it, outposts where your NPCs stop for rests on their way.

If Yanagi disappeared and Bornholm closed the gates, the route through Rheinland would close. Kusari is already closed due to the Hogosha, and Bretonia would close, or become harder to pass through. Not to mention, theres a war going on through your smuggling route down in the Taus.

The GC are users, not distributers. If they were the latter, they'd be in it for money, not as a drug to get high on.

And on your last point, I would choose to open talks with them, establish the reason why they did it and push for an arbiter of your own to govern Bornholm, Trafalgar or Rochester, take your pick.
