Just one point from me here

JUNKERS ARE NOT JUST SCRAP COLLECTERS

They are the ones who bring the Cardi to Manhatten, New Berlin, New London.
They are the ones who provide a safe haven.
They are the ones who CONTROL the black market.
They are the ones who have influence in every criminal organisation (Save Hogosha and Xenos. Though they do influence them still)

The Junkers are involved in nearly everything throughout Sirius. They are quite possibily one of the most powerful factions in the entirety of Freelancer. They merely use that power to get money.
You cross them, you die. The only reason the Hogosha are around is because the Junkers have little influence in Kusari, but still some (Hence the hostility). The Xenos keep to themselves and thus protect themselves from them.
