A lil question

Depends on your definition of large.

If you think about it logically, the only force that would be large enough to camp a capital would be the main fleet of another house or the main fleet of one of the two major criminal groups (outcasts, corsairs.) They are the only ones capable of fielding a army that could fend off several battleships.

A large fleet is not a few gunboats, fighters, maybe a destroyer. On discovery, with this fleet it is possible to destroy the NPC BS patrols, but realistically, if on a player level, these fleets would eventually destroy this group.

So camping a capital justified by RP - possible, but highly unlikely.
The force you would need would be huge. Absolutely huge. Multiple cruiser size+ caps. Many fighters and bombers. It isn't necessary, but a battleship would probably be good.
So I guess if you could gather up that large of a fleet you could. Highly unlikely you could get that many players though.

Just stay away from the capital planets and camp other bases. If you really feel the need to attack the capital, a small raid would be justified though. Small raid though, that means attack and retreat.
