To those it may concern,

My name is, as you may know, Fiona H. deLuna. I am the Ambassador of the Kusari Naval Forces, Speaker for the Government, and Liaison for the Government. You, as I suspect you must be, are the Freelancer's Guild of Sirius. A Mercenary fleet, I do believe. It has come to my attention that some of your pilots have launched attacks on to those of the KNF. It also has come to my attention that your guild claims that they were paid to do so. A contract, apparently.

Now, that does not concern me. The Bretonians very well may have hired you. That may be, and that is understandable. However... the fact that there is overwhelming evidence that places you to the scene of the attacks with Scythe pilots *does* concern me. After all, you are, by ID, a lawful fleet.

Now, this is a conundrum. You are lawful by definition, and yet, you were allied with a terrorist organization! Please tell me that I am imagining things; the implications would be disastrous.

I am perfectly aware, having a daughter who is a mercenary, that illegal contracts can be accepted. However, a retainer, a permanent association, with an illegal group cannot.

The purpose of this encoded message? On behalf of the Kusari Government, I rightfully demand the bounty information. Should this be in order, then I will apologize profusely. However, if not... we may very well have a problem on our hands.

Also, there was a wonderful FGS pilot in Honshu today, piloting a Liberty Cruiser and attacking both myself and a fellow trader, Bs|Helljumper, without warning. This certainly is not the way of a mercenary, but of a pirate. And if this is an adequate representation of your fleet as a whole, I severely recommend a different ID.
