Actually I think this would be more like a "hacker" breaking into a bank electronically and transferring the funds to his own account. Rather than punish them with rules ... make it the owner of the account's responsibility to secure their access code. If they slip and provide this code to someone and the wrong person gains access to this code ... its not the hacker's fault the money got taken but the owner of the accounts fault for not securing his access code. Thus role play is intact and no need for rules to be added.
Point here ... keep your access code private and make the access code something more complex than your character's name. Same holds true for bank/armory characters. If these are faction community ships where you can have multiple faction members deposit and withdraw from a common bank character ... make sure your faction controls the access codes. If you happen to post the code in the forums or accidentally transmit via open comm lines ... that's your fault ... not mine. Keep your code secure and take responsibility for your actions.
