make it the owner of the account's responsibility to secure their access code. If they slip and provide this code to someone and the wrong person gains access to this code ... its not the hacker's fault the money got taken but the owner of the accounts fault for not securing his access code.

Ok, I'm going to steal your credit card and spend more money then you have. It's your fault for not securing that number. Sound good?
