How many mercs etc. do [RM] allow to have fighters? None. JG were about to lose their neutrality with Rheinland unless they stopped using Rheinland Snubs, showing that if you are to have one, you must be either a great friend with Rheinland, a spy, or a runaway.

Well that about allowance to have fighters doesnt really work, for some reason *cough*
But then, forget this one point, theres still that fact about transports and freightners ( I dont mean bombers, but the small cargo ships ). SO of the Navy infact apply that "bann" on anything sold in Rheinland, not only military ships.
