Also consider this, if the outlaws are using X and B counters X, the police get B as sson (or sooner) as one dies from X. Shotguns at one point were not utilized by police, now they are standard issue. Soame with armor.

all true except the tank part, swat teams for police use armored personnel carriers to get a team close to an entry point while under fire, they dont use true tanks =P
