Same goes for the other factions. As far as I'm aware, you need a Guard ID to use heavy capships, getting a guard ID takes near-full guard rep, and most capships should be sold in guard systems only now, meaning factions can regulate them.

At least, that's what i've heard... and i'm kinda counting on it being true.

Thats good, I dont like launching from Toledo and seeing 3 BH BB's it makes me wanna hit something.
