Seriously - ran into that person yesterday. I discussed things with him, and again, I don't think English is his native language.
Those of us who are on the server, doing RP with all of our characters are GOING to run into oddball situations with rep and ID. Hell, I've got a character that, due to the way I started him, is friendly with all but a few NPC factions - he's even green with TWO guard factions.
(In case you're wondering how something like that happens, I started him from scratch and didn't take any assistance from anyone else, so he earned his way up to level 60 all by himself, doing missions and trading, moving up in ships as he could. I've got almost 150 hours invested in him.)
I'm adopting a standard rule of thumb. If I see someone that, due to the character that I'm on I should be engaging the oddball player in combat, I'll talk to them the first time. If I see them on the server a couple of days after that and they haven't changed things, then.... :rtfm:
