You can't sanction someone for RP created by players in the game itself. Rheinland police NPCs, after scanning you, do not consider any of those goods contraband either. As a result, you can't threaten a player with sanctions for doing something that is done via the RP of other players on Discovery. Those trade goods that you said were contraband are not contraband through the game's RP itself. The person has no possibility of finding out unless he digs through over 20-30 pages of RP.
As a result, while you can encourage him to RP that way, you cannot say that he is going to get sanctioned.
And yes, implying that someone is going to be sanctioned is the same time as actually saying, "I'm going to report you."
Secondly, even though you did block out the person's name, did you actually inform them that this private conversation was going to be displayed on the forums?
Other than that, I don't see anything afoul here. A formal apology to that player is probably the best thing you can do right now, Balthazzar.
