They would take the best and brightest, not simply those who fly in squadrons. While there may be genius' in the then Hungary (Which most likely would have been swallowed up again by the Coalition) there would not have been enough to actually keep the Hungarian culture etc alive, they may not have even reproduced. In regards to the military squadrons, they would probably only take a few high level military personal to ensure safety when they arrive and none of the lower level grunts. They needed the rest (EG the squadrons) to protect the Sleeper ships before they got away, or in the final defence at Pluto etc.
The 'Little-Entente' springs to mind when you talk about the 3 nations forming an anti-coalition league. They simply did not have the power to face up to even an emergant Germany, let alone the huge power that Russia wields in this context. When open war broke out, they would've been on the front lines on Terra (Which the Coalition conquered) and probably swallowed up by the Coalition forces.
