Just to clarify here: You don't need a full LPI rep to buy the Freelancer and Merc IDs sold on Houston.

If you are making a new Freelancer/Merc character, I suggest you immediately fly to Houston, transfer enough credits for it, and buy it. Then you can get on with tweaking whatever rep and affiliation markings you need without worry of keeping the LPI or BHG green.

Unless, the Merc ID doesn't need full green rep and the Freelancer does. Because I just made a Merc alt the other day, and I flew straight to Houston and bought the Merc ID, no problems.
