The zoner ID grants us the right to hunt pirates and fufill bounties so we will keep that. I doubt that we will assult every pirate we meet but i think we will keep a record of pirates who attack trader ships.
We're not going to attack every ship in the area, it's more likely that we will target zoner-hostile ships and aid allies (We will aid allies anywhere not just near freeports). If there aren't people attacking zoners then (for RP sake) a helpless transport can be arranged.
