An interesting idea indeed.

Although ooRP they would be identified pretty easily, it might take a real RP oriented person for it to work against. As in, you're spying on an Outcast smuggler, pretending to be an escort pilot or something. He might completely shaft you because he happened to read this thread, but if he really is interested in good RP, he might play along. In character, he shouldn't have any idea.

A great idea, I just see it failing 90% to the ones who only care about the profit and PvP kills. Getting the upper hand no matter what and such.
