That's not true, I've played mods with hull busters that did nothing to shields but ate hulls like candy.

There is one way to do it (lots of hull damage but zero shield)... but unfortunately it produces one pretty bad negative side effect, so we scrapped it.

If you know about some easy other way just come with it.
