It's an interesting idea, to be sure, but not one that seems very practicle. Just more work for the admin's, not to mention that lag for them would mean lag for us as well. Besides, even with all those navagational hazards, if you put in jumpholes, they'll get out. Planets, stars, nebulae, asteroids, etc can be avoided by anyone with a basic grasp of ship handeling. And the Nomads won't do much to the "damned" because they have no CDs (Thank goodness) to stop them when they inevitably run.
