Well since the faction idea is already on the border of being scrapped...

How would they get a flagship to start with? Neither the Outcasts or Corsairs use anything larger than fighters as coffins for their dead pilots. I could see maybe a gunboat or two for really important people, but they would never waste a capitol ship like that.
