Hunters are NOT part of law enforcement, but they are rather armed ex criminals who hunt down their past allies because its more profitable than piracy.
And bribes... You would report your boss you got bribe? Of course not. Taking bribe is private between one giving bribe, and one recieving it. Its used so you do not have to shoot 5 people just because they are earning for living. Part of, you know logic, because humans do not shoot each other without cause.
