I must say that many BH use their ID to police all over Sirius... I've had some (non-DW) blow me up in sigma 13 for carrying cardamine... which isn't illegal in neutral space obviously.
I've only ever really seen you policing in texas so I can't really say much except that if you are policing, you should be paid for it. Therefore have an agreement with house forces that if you destroy a smuggler and report it to them you will receive some payment. Even if its small like 10k per kill at least you'll be receiving BOUNTY for your work, how a BOUNTY hunter should be operating.

As Raekur did point out further down, if the smuggler makes it to Liberty space, he's golden as far as bounty hunters go. No money, no hunting should be the rule of thumb.
