I must say that many BH use their ID to police all over Sirius... I've had some (non-DW) blow me up in sigma 13 for carrying cardamine... which isn't illegal in neutral space obviously.
I've only ever really seen you policing in texas so I can't really say much except that if you are policing, you should be paid for it. Therefore have an agreement with house forces that if you destroy a smuggler and report it to them you will receive some payment. Even if its small like 10k per kill at least you'll be receiving BOUNTY for your work, how a BOUNTY hunter should be operating.
Actually there was a bounty posted by the LN for the interception of cardamine that paid around 1k per ton.
I did try to get them to expand the interception area to include Liberty space itself to avoid any confusion if the target was sighted in Bering but managed to jump into Texas.
EDIT: Remember it was this very bounty posted by Liberty that prompted the bounty from the Dons.
