The thing with any RPG is that, in order to make it open ended, it generally needs to be set in a fantasy world. This is because most RPGs have some aspect of conflict, usually of the violent nature, and, in a historical setting, the only way to get into violent conflict is to be a soldier...not the best roleplaying option (soldiering mostly consisting of "go there" "do that". sure, it's good for a one-off, but not as a staple).

The problem, of course, is to make "your" fantasy world different from everyone else's. Some games do this very well, Freelancer being one of them (part of the reason I love it), but some do it not so well, and you end up playing the same game over and over and getting bored.
