Changing base chars

I am on that stage right now it does take quite some time if your new to it as well, as in alot of testing to see if your modifications worked out. But anyways simply right click the base/planet and it should show a list saying {Edit Ship, Properties, Equipment, Factions, and Base Characters}

If you want to change the base's faction belonging, simply go to edit factions, and delete the origional faction that was set by default and it should be clear on how to add one.

For editing what kind of characters are at a base simply go to edit characters, and add, remove and edit the characters. Make sure not to delete the original characters though such as the bartender, ship dealers etc, but you can edit them as you wish.

For editing rumors and news and what characters say. For news go to edit news, and either create or add existing news to the base's news listings.

For adding rumors on what the characters say go to edit characters, and then click a existing character and then either add an existing rumor or make a new one. You can place more than 1 rumor on a character by the way.
