And the Order are in no way terrorists or unlawful. They're rather lawful, to be exact. So the vigilante ID will NOT allow you to attack them.

The SCRA are not lawful. Not when they bring an Osiris plus escort into New York, proclaiming that they will shoot down all Navy vessels.
The Order are in no way terrorists or unlawful? I think you may have missed the introduction to singleplayer where they blew up the Donau. Sure, they had a reason, and generally its considered a good one, but all terrorist groups have a reason. This is as much as a case of "one man's Terrorist is another's Freedom fighter". To you they may be completely lawful, but to others they just aren't. Others in this case = Liberty.
The difference between these two groups and, say, Liberty's stance on the Rheinland Military, is that all Coalition/Order vessels would be shot down in Liberty, regardless of their status as combatants or not. Yet the Rheinland Military is an organisation made wholely of combattants, but the house of Rheinland is not. You wont find us shooting civilians just because they happen to have been born in Rheinland.
Furthermore, neither are considered lawful to the house of Liberty, which is where this group seems to have originated from.
In addition, both the Corsairs and the Outcasts are 'lawful' within their own space, Omicron Gamma and Omicron Alpha respectively, and act as semi-organised military forces. Thus they are lawful, suddenly?
I would ask that an admin clarify what makes a 'lawful' organisation, as it is obviously not who they shoot. Perhaps it could be left to the five houses to each have a list of who is 'lawful' and who is not, rather than having a blanket thrown down which forces Terrorists, though they may not think themselves as such, into the role of Freedom Fighter.
There are always exceptions of course, but those are singular and just exceptions, not basis for a rule of thumb.
