Well you CAN have a big ZOI, but not the whole galaxy..choose a ZOI that's fits your RP..You should be enemies with the OC, given that you're anti-nomad and allied with the corsairs.
Removing a few ships that BELONG to your enemies would go a long way..

As for the deposit thing, it is actually a rule: Along with posting a correct request for your faction creation you must provide 500 million credits to the admins, and instruct them from where they can take it(your faction bank which you should have)
