I realize that this is a bar and/or recruiting station for an apparent competing company.
However, your question again goes to a question that has come up to those of us in the Search Destroy Agency
Our pilots may defend themselves if attacked first. However, our standard operating procedure is to engage only those targets that have bounties on them - in locations where they are bountied. In other words, if you're in Bretonia and you see an Outcast and he's not doing anything - you leave him alone. Or if you run into a Corsair just cruising around in Omega 49 - you leave him alone. (Or let him start it first.)
But - catch a Lane Hacker in Texas, or a Molly in Dublin - those are valid and engagable bounties.
