If you're operating in a military manner inside of a house, but not affiliated with it, I'd say you're either a private security group of some sort (mercenary ID), or a vigilante group of some sort. Obviously in Corsair or Outcast space, their ID would be the best, and the GMG has the Sigmas.

I guess it comes down to who would be funding the operation outside of House, etc space to determine the sort of ID.

As to the Cutter Service idea, I think it's actually pretty neat. Not exactly my thing, but wouldn't either house police or house military ID work?
