Paramilitary ID
Pilot carrying this ID is a member of a paramilitary organization, who:
* Can trade and escort traders
* Can hunt pirates and terrorists within their ZoI
* Can fulfill lawful bounty contracts
* If allowed by a House, they may:
o Demand contraband, levy fines and destroy ships if they refuse to comply
o Destroy traders in their ZoI who belong to corporations headquartered in Houses that they are at war with if the trader refuses to drop all cargo and leave.
* Cannot pirate
* Cannot use any transports with more than 3,500 cargo
* Cannot participate in any unlawful actions

Allowed ships: Fighters, Bombers, Freighters, Transports, Gunboats
Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime.


That should solve the problem. The Liberty Cutter Service (I think that's what it was called) and similarly-minded factions and indies would probably be able to get permission to do those two things from the appropriate lawful factions, and the potential for abuse wouldn't be there as such permission would have to be granted on the forums, just like the new rule about bounty contracts.
