Should factions receive money from the admins?

I have no first-hand experience with factions that struggle in the slightest financially, so I cannot say whether the fault of it generally is. I can only guess and infer from second-hand and external experience. On that note, you may be right, Marburg, that this would be a fundamentally unnecessary action.

The core of this issue is whether factions would be able to be more healthy given the time they would otherwise spend gathering money. Perhaps factions would be able to hold more events?

On that note -- and in response to Lunaphase's post -- there is no sense in helping factions if they don't do anything with the time the help spares them. If factions turn into cash cows that just sit and accumulate wealth, the community doesn't benefit. That's what this is about, fundamentally, or rather what it's not about.
