Two things can happen.

1. Factions can try to restrict capital ships to independents that prove themselves. Capspam goes down, everyone has more fun in fights, etc. Only drawback is some people don't get the 'fun and freedom' of Freelancer. But hey, if you're not a Freelancer, why should you be free?

2. Factions do nothing, capspam gets outta control, everyone gets peeved, they come to the forums, and we flame til the internet burns and the community falls apart.

Yeah. I'm pro-indy in most cases myself, and have way more independent characters than factionalized now. But I must admit, in this case faction intervention is the lesser of two evils, so to speak.

Now, let us try to add in the parts which you left out. (Since we are dealing with hypothetical potentials, some of these may seem extreme, however, you have to consider that Zapp said that the community will fall apart if capital ships are not regulated by factions.)

1) Factions abuse the power. Independents are forced out of capital ships. Factions force independents to pay them to buy capital ships. Vocal independents on the forum are targeted on their in-game characters. (Perhaps you think I am taking this too far, however, it has happened in the past. Also, there are a lot more, but I think you get the general idea.)

FL is a game. Fun and freedom come under prerequisites.

Frankly, this kind of thing will happen in a game. All you can try to do is make people more aware of RP. Instead of killing them for not following a rule you decide to make up one day. You, who is simply a faction leader.

"If you want to help people rp, help everyone rp and don't support pvp whoring as a method for server control." The quote comes to mind, since PVP-whoring is what will happen if these restrictions come into play.

Everyone has more fun in fights?

The community will fall apart and the internet will burn if capital ships are not restricted by factions?

The problem is that Indies can use the money from Powertrading without restraint, maybe a solution would be that no indie Caps could raid.
