Prison station - Obvious reasons

Military academy (not sure if bret has one) and shipyard or two a colony system would need something along those lines to sustain its military reach so far away from their own territory.

3 rich abundant planets in res maybe a moon somewere

A trading centre - so close to both rheinland an liberty space goods can be shipped home
