One more quick thing while looking over your rules, rule seven part 3:

3. You will never engage an enemy without verbally interacting with them first. (Interaction requires that you get responded to and respond back to them at LEAST once.)

While in principle this sounds nice, you might want to change it. I think its great that you want to have two way interaction with all of your targets, but practically there's always going to be people that don't say a word, especially traders. If this happens, your own rules would prevent you from doing anything. As long as your members provide notification prior to the attack, that should suffice for everyones needs. Change at your discretion of course, but I just wouldn't want your members to be restricted by this rule if their target remains silent.

Maybe something like this:

3. You will never engage an enemy without verbally interacting with them first. Give the target a reasonable amount of time to respond, if they remain silent you are free to engage

Again, great work. Im sure a faction proposal is a tremendous amount of work, and I have no doubt its difficult to see it being criticized.
