If so, then why bother being an unlawful? most (notice most, not ALL) lawfuls will just sit outside their pretty palace capital planet under the protective umbrella of their NPC patrols. makes for a boring, unfair, and static gaming experience in my opinion.

Then pirate the tradelanes like pirates are suppose to, if the lawfuls want to stop you they will have to leave the planets protective bubble. If they don't, more money for you.
