Police are usually less active than the military factions, because you can't really stop a smuggler in a transport-class ship with a light fighter, the transport will just laugh at you and either leave on impulse or blow you up.

In order to be an effective police force, you really need a backup wing of bombers to deal with those "lolwut, you cant stop meh" type power smugglers, and not many people are willing to fly something that has no chance to do its job (ie: LF).

It is very rare that I see a BPA online while flying as BAF, which is kind of a shame, really
