In order to be an effective police force, you really need a backup wing of bombers to deal with those "lolwut, you cant stop meh" type power smugglers, and not many people are willing to fly something that has no chance to do its job (ie: LF).

Which is why the BPA has the Commerce Control Division, which, right now, fields three Percherons to interdict and seize cargo from unlawful traders.

In addition, in the event of acts of terrorism, disobedience of a police order, or assault/threatened assault on a BPA officer, any BPA may call for the Special Response Division, a team of well-trained bomber pilots. This will usually only happen in the case of a capital ship assault. (Edit: Or suspected capital ship assault. SRDs are not used to patrol, and we try to keep them grounded as much as possible)
