Gunboats Vs Destroyers or crusiers

a GB can own a cruiser cause he is more agile
a cruiser cont move very much while fighting cause it moves to slow

while i find most of the facts in this statement to be true. the exchanging of ownership of said cruiser to the gunboat, from my experience, is nearly always false.
