Though having a quick temper and broken some of these rules myself, I do think that certain rules, like the 4-hour rule, should be kept, no matter what. When you get some idiot capwhore flying around, blowing sh*t up for no reason, kill them and tell them off. I don't like the idea of seeing a Corsair in Omicron Beta continually undocking from Ruiz attacking a 101st pilot that killed him about 5 times. [Yeah, that happened.]
Things like the cruise rule, I'm a bit iffy on. If I were in a gunboat [which aren't so much anti-cap as anti-fighter] and some bomber that fought with me thrusts off and tells me I can't cruise, I get a bit ticked. We should either allow certain ships to do it under special circumstances, or make a range that you have to stay in, in order to stay engaged.
As for the range, I say 4.0k. Any more than that, and you're outta there.
