And while your work with prisoners is commendable you must understand California is not under our direct control, it is infact Rogue terrain.
I can only recommend you avoid California for the time being, and proceed with your collecting in other systems. Texas or maybe Colorado. Attacking or in any way harming our allies is not an option.
As for the cardamine that smuggler donated to the rogues, it is only a small donation, and we don't see a problem in that. Small donations can lead to better relations, and better relations to larger deals. There would be a problem if those donations suddenly increase, but i doubt it will happen.
