Just for some further clarification on ZOI:
Like the other 3 house intelligence factions *you might also count the order in this* there range into what systems they go into is entirely dependent specific role play the pilot is doing at the time. though tagged ships are usually not seen in other houses space unless they are at war with each other. since gallia and bretonia are currently at war it is inertly feasible that marked ships can enter gallia, any where in gallia to be precise. The draw back to this is the increased hostility a BIS pilot would meet in the middle of gallia. and as always with the other intelligence factions we have a few roleplay based unmarked ships flying around, but they do not do any PvP to avoid blowing there cover (for the factions we have undercover agents in, the faction leaders have been asked if this is alright and have agreed to have an undercover agent in there faction).

Of course, this is only what I interpretation of what I've been told on the subject, you'll have to go straight to the horses mouth if you'd like to get a more accurate clarification.
